Pricing at any off-plan development is rarely one straightforward number. There's always a range — and at Riga Waterfront, that range is shaped by several factors that are worth understanding before you start comparing units. This guide explains how it works.

We don't publish specific prices on the website — they're provided directly and updated as the project progresses. But I can walk you through what actually drives the cost, and how to think about value across different unit types.

What factors determine the price?

Floor level
Higher floors command a premium, typically 1–3% per floor above a certain level. The view over the Daugava River becomes progressively more open — and more valuable — as you go up.
View orientation
River-facing units are priced above courtyard or boulevard-facing ones. The premium for a direct waterfront view can be meaningful — it's the most sought-after orientation in the development.
Unit size and type
1-bedroom apartments start at approximately 45 m². 2-bedrooms typically range 75–100 m², and 3-bedroom units from 110 m² upward. Penthouses and townhouses are individual in layout and price.
Phase and timing
Off-plan pricing at Eagle Hills developments increases at each construction milestone. Buyers who enter earlier pay less — this is the fundamental logic of off-plan investment, and it applies directly here.

How does the payment plan work?

One of the things that makes Riga Waterfront accessible compared to buying a completed property is the 20/80 payment structure. You pay 20% during the construction period and the remaining 80% on handover in 2027.

Specifically, the schedule looks like this:

5%Booking
5%Month 3
10%Month 8
80%On handover 2027

This structure is significant for investors. You're securing the unit at today's price with just 5% at booking — giving you over a year of price appreciation potential before the bulk of the payment is due. If the market moves 5–6% annually (the current Riga average), the value gain on the full unit can exceed the entire down payment within 12 months.

The 20/80 plan means your initial cash commitment is small relative to the asset you're securing. It's one of the most buyer-friendly structures available in the Baltic market right now.

How does Riga Waterfront pricing compare to the broader market?

Premium new-build apartments in central Riga currently range from around €2,500 to €3,800 per square metre, depending on location and specification. Riga Waterfront sits at the upper end of this range — but with a specific justification: you're buying into a master-planned waterfront district with 57 hectares of development, not a standalone building on a random street.

The comparable reference point is Belgrade Waterfront, where Eagle Hills executed the same model. Entry-phase buyers in Belgrade — who paid at the lowest price point — saw the development go on to anchor a full neighbourhood transformation, with corresponding effects on unit values. Whether Riga follows the same trajectory isn't guaranteed, but the underlying conditions — major developer, regeneration project, growing Baltic capital — are structurally similar.

What about the new phase launching in June 2026?

A new residential phase of 70 apartments is opening for reservation in June 2026. These units include 1-bedroom waterfront apartments — a configuration that hasn't been available in previous phases. New phase pricing is typically set lower at launch to attract early buyers and rises as the phase fills and construction progresses.

For buyers considering this phase, the window for entry pricing is genuinely limited. These aren't marketing tactics — it's simply how phased off-plan pricing works at Eagle Hills developments, and it has worked this way consistently across their portfolio.
